THE DISTRICT: Eastmont School District is growing K-12 public school district of just over 6,300 students located on the dry side of the majestic Pacific Northwest Cascade Mountain Range. Our employees hike, bike, climb, ski, boat, raft, kayak, paddleboard, golf, run, play tennis, fish, hunt, participate in local music and art festivals, and enjoy the bountiful fruits, vegetables, wines, and beauty of this agriculture region along the banks of the Columbia and Wenatchee Rivers. We are but a short drive to Seattle, Canada, Oregon, or Idaho, yet we do not experience the rain and gray common along the Northwest Coast and instead enjoy a four season climate.
GENERAL DESCRIPTION: The Executive Director of Financial Services is responsible for the financial management of the District, including the management of all assets and liabilities and administering the distribution of financial resources in accordance with the allocations as determined by the Board of Directors and Superintendent. This position reports directly to the Superintendent.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Serve as chief financial officer for the district and is responsible for planning, directing, organizing, controlling, integrating and evaluating the work of the Accounting department, with overall responsibility for Accounting and Financial Reporting (F-196), Budget Development (F-195), Grant Management, Purchasing and Contracting and other related activities.
2. Develop and implement policies, procedures and standards for an effective fiscal management program, accurate financial reports and systems of internal control for all programs and departments within the District.
3. Oversee the District’s financing activities that include planning, structuring and obtaining financing for construction, property and/or equipment acquisitions as well as educational program and operation levy renewal.
4. Supervise the operation of the District’s Food Service Management Company and directs fiscal management of the school meal program to ensure profit and compliance.
5. Participate in collective bargaining progress and advise District administration of impacts related to financial issues.
6. Direct cash management and investments for all funds of the District.
7. Assumes responsibility for long-range financial planning.
8. Collaborates with leaders of all schools, programs and departments to ensure open communication and coordination of fiscal operations.
9. Directs preparation of in-service education to school bookkeepers.
10. Maintain the district's fixed assets records for general and capital project funds. Prepare yearly inventory reports for buildings and programs.
11. Responsible for coordination of state and federal audits and compliance reviews.
12. Coordinate a variety of reports and files that involve personnel, payroll accounting, and budgeting.

13. Provide monthly reports to the Superintendent and Board of Directors on the status of budget and general financial condition of the district. Interpret financial reports for all readers.
14. Forecast and coordinate enrollment projections and translate into certificated and classified staffing levels.
15. Perform other duties as needed or as assigned.
KNOWLEDGE AND SKILLS
1. BA Degree in Accounting; CPA preferred.
2. Minimum of five years’ experience in financial management at a Washington State K-12 school district Central Office level, or in Washington State K-12 school district auditing.
3. Experience in applying federal, state and local laws, rules and regulations governing finance in public schools or other with other public agencies.
4. Knowledge of WSIPC data processing system preferred.
5. Ability to effectively schedule, organize and coordinate assignments.
6. Demonstrated interpersonal relations, communications and problem-solving skills.
7. Leadership qualities that demonstrate an ability to be innovative, as well as maintain responsible and trusting relationships.
8. Proven ability to positively participate in a fast-paced team environment.
9. Portrays positive attitude, initiative and responsibility to the District Office staff.
10. Understands and carries out oral and written directions efficiently and effectively.
11. Exercises pleasant and tactful telephone manners and other effective public relations skills.

PHYSICAL & EMOTIONAL DEMANDS:
Work is indoors in an office setting. The usual and customary methods of performing the job’s functions require the following physical demands:
1. Significant hand and finger dexterity to operate a computer keyboard.
2. Generally this job requires 80% sitting, 10% walking, and 10% standing. Standing desk provided.
3. Surrounded by some noise and disruptive sounds.
4. Ability to lift, carry, push, and/or pull up to 25 pounds.
5. Some stooping; minimal kneeling, crouching, and/or crawling.
6. Regularly experiences high levels of conflict.
