Job Summary: The Senior Crime Analyst is an experienced analytical and statistical analysis position to identify, analyze and report trends, patterns and/or new developments related to crime in Meridian for law enforcement activities and crime prevention purposes. This position supports ongoing investigations and assists in the production of analytic products for presentation in law enforcement and community-based forums while preparing, completing and delivering projects and/or requests assigned to the crime analysis unit. Work is conducted and completed independently under the general direction of the Analytical Services Manager and/or Lead Crime Analyst. Provides support to on-going investigations and assists in the production of analytic products for presentations in law enforcement and community-based forums. This position also plans and coordinates crime data research; identifies, analyzes and reports trends, patterns and/or new developments related to crime in Meridian for law enforcement activities and crime prevention purposes; tracks and reports on the relationship between crime occurrences and enforcement or prevention activities; updates and maintains postings for crime data within criminal data bases; and performs related work as required. This position also performs cartography and spatial analysis in collaboration with departmental requests using geographical information systems (GIS).
Essential Duties & Responsibilities: Applies appropriate analytical methods and techniques to identify and analyze raw information for the purpose of sustaining criminal patterns and/or trends and predictive analysis; Analyzes and interprets spatial data using ESRI ArcGIS tools and SQL and SQL Spatial queries; Analyzes and interprets mapping data to verify accuracy and correct errors; Analyze law enforcement reports and documents for accuracy, proper routing, and to ensure NIBRS standards are met; Assists officers, detectives and administration with extracting, mapping, charting and analysis of Law Enforcement data, and exercises independent judgement to ensure that accurate and reliable information is disseminated; Uses computerized analytic tools to create charts, maps, timelines, and link diagrams for the purpose of demonstrating analytical findings, including target relationships and time sequence of events; Conducts tactical,strategic and intelligent policing assessment of major crime; Creates SSRS/SQL queries; Performs inferential statistical analysis of relevant historical and current crime data while utilizing SQL queries and other database searches; 2 Prepares and publishes statistical reports, dashboards, and spatial maps using ESRI ArcGIS tools; Provides complex crime, intelligence, and management data using analytical and statistical tools and reports trends to key stakeholders and decision makers; Assists in departmental needs assessment evaluations and strategic planning processes;
Works with crime prevention officers and Public Information Officer to increase public awareness; Correlates, integrates, and evaluates varying types of information from investigative activities for the purpose of generating investigative leads, and prepares reports to document activities and summarize findings; Assists detectives, as requested, in the identification and collection of notes, files, records, and other items to be analyzed and/or used for intelligence purposes in cases which appear to be related; Assists detective in the field, as requested, analyzing evidence for potential connections within law enforcement databases; Works in partnership with Federal, State, local law enforcement intelligence personnel, and community stakeholders, including but not limited to the coordination of investigations; Act as system administrator conducting updates to internal or external information systems (ITS, ITS/RMS, TLO, Entersect, etc.
Tasks may include updating tables as needed for changes in Laws, City Ordinances, policy, or updating permissions, etc.; Audits data sources routinely to ensure accurate data quality; Assists with updating crime analysis website or development using various content management tools; Functions as a liaison between the Meridian Police Department and other Law Enforcement Agencies in the area and nationally; Point of contact when Analytical Services Manager and/or Lead Analyst is unavailable; Trains and mentors’ members of the Analytical Services Unit in general oversight of proper job tasks, and procedures; Any other duties or responsibilities as may be assigned or determined including training and mentoring of other crime – analysts and data specialists.
Job Specifications: A Bachelor’s Degree from an accredited college or university, preferably in criminal justice, criminology, statistics, mathematics, computer information systems or related field, or the equivalent education base with demonstrated knowledge of policing practices as related to analytical research inclusive of criminal and intelligence analysis, data collection and computer operations; 3 Fundamental experience working with Geographic Information Systems with a preference of 2 years’ experience and usage of ArcGIS Pro.; Fundamental experience working with creating and extracting data using basic structure query language, Access, or other tools; Prefer Power BI experience and/or advanced Excel skills creating automated dashboards, using multiple data sources, and normalizing data.
Knowledge, Skills & Abilities: Demonstrated and documented knowledge of the crime analysis process: data collection, collation analysis, dissemination, feedback and reporting; Demonstrated and documented knowledge of computer operations related to word processing, intermediate to advanced skill using spreadsheets (pivot tables, slicers), (SSPS) statistical program applications, analysis applications, SQL Server Management Studio (SSMS) and Reporting Services, web pages, Power BI and computer-based presentations i.e. Word, Excel, Adobe Acrobat, Visio, Access, Geographical Information Systems (GIS), and Power Point; Fundamental experience with creating and extracting data using basic structure query language, Access, or other tools; Familiarity with the criminal justice system and law enforcement in particular; Familiarity with the National Incident Based Reporting System (NIBRS), the Uniform Crime Report (UCR), the National Crime Victimization Survey, and the Idaho Crime Victimization Survey; Familiarity with crime prevention/reduction strategies, problem solving, and community policing philosophy; Skill in obtaining open source intelligence through online search engines and social media platforms; Exceptional attention to detail with acute recall of prior investigations for connections in future cases; Ability to multitask and be adjustable to constant change;

Licensing and Certifications: Must obtain Basic and Advanced ILETS/NCIC certifications; Ability to obtain a California Department of Justice Crime and Intelligence Analyst Certification, International Association of Crime Analysts Certification or International Association of Crime and Intelligence Analysis Certification, preferably within five years of hire; In this position each person will be working towards a California Department of Justice Crime and Intelligence Analyst Certification, International Association of Crime Analysts Certification or International Association of Crime and Intelligence Analysis Certification.
Work Environment and Physical Demands: Work is performed primarily in an office environment with moderate noise level. The employee in this class is frequently subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions; Constantly requires sitting at a desk for long hours up to ten (10) hours and the ability to lift up to ten (10) pounds; Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively; Constantly requires the repetitive movement of the wrists, hands, and/ or fingers; Constantly requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.

Local travel is occasionally required; Some in state and out-of-state travel may be required for training.
