Job Summary:
Conducts field inspections concerning ordinance violation complaints; works with owners to inform them of
requirements and to gain compliance; interviews witnesses takes photos and documents findings and
activities; maintains a database of prior complaints, site visits, and actions taken; prepares case files and
provides complete documentation to support citations, legal pleadings and/or revocation of permits and/or
licenses; may testify in court.
Essential Duties & Responsibilities:
Informs contractors, applicants and the public on ordinances and issues uniform citations or parking
citations for non-compliance when necessary;
Conducts investigations into violations of city ordinances;
Response to locations reference reported violations of city ordinances;
Conducts proactive patrols to identify violations of city ordinances;
Develops compliance plans for property owners to bring violations into compliance with city ordinances;
Serves legal notices of violation;
Deals with adversarial subjects and diffuses hostility;
Coordinates activities with other departments to ensure consistent enforcement of the ordinance
requirements;
Serves as an informal resource to staff concerning problems encountered by contractors, businesses and
homeowners due to permit conditions, zoning ordinances, and building requirements;
Surveys selected areas to ascertain compliance in general categories such as portable signs, weeds, junk,
abandoned vehicles and illegal commercial use in residential areas;
Compiles reports to document enforcement and investigative activities;
Photographs vehicles and properties to document violations of related city ordinances;
Tags and tows abandoned vehicles on public and private property;
Conducts research and completes paperwork associated with all vehicles towed at the direction of the
Meridian Police Department;
Assists in the preparation of documentation to update ordinances;
Conducts fact-finding interviews/reconnaissance and composes routine correspondences;
Follows appropriate chain of command to obtain approvals for actions taken;
Maintains log of daily activities and documentation of cases in the computer data system to allow easy
retrieval of information by other staff members;
Requires frequent coordination with Community Development, Legal, Police Department, and the City
Clerk's office as it relates to code enforcement;
Conducts foot patrol to enforce parking ordinances in our downtown business corridor and City Hall
through marking tires and issuing parking citations to violators;
Accurately record, document, and prepare case files for use in legal action(s);
Responsible for determining the information needed for documentation on legal investigations;
Provides general information and phone numbers to customers on other programs and services within the
community;
Partners with assigned attorneys to attend hearings and testify in court;
Uses Law Enforcement database systems to conduct investigative research;
Accesses confidential information through the Idaho Law Enforcement Telecommunications System;
Operates a city vehicle;
Communicates with Ada County Sheriff’s Dispatch via radio and mobile data terminal;
Coordinates with contractors/vendors to abate nuisance conditions;
Performs other duties as assigned.
Job Specifications:
Must be 18 years of age or older;
Must have a high school diploma or equivalent;
Must possess a valid driver’s license and a good driving record;
Must have a minimum of 60-semester credits from an accredited university or college, or have four (4) years
of active duty military with an honorable discharge, or possess an Idaho Basic POST Certificate in Patrol or
out of state equivalent;
Must meet the requirements of Meridian Police Department policy including, but not limited to:
a. No criminal conviction for any felony and certain misdemeanors;
b. No misdemeanor convictions within the last five (5) years;
c. No illegal drug use in specified time frames;
Must successfully undergo a background investigation, polygraph exam, medical exam, and drug
screening;
Must adhere to the law enforcement code of canon of ethics;
Willing to enforce and abide by the provisions of the Idaho and United States Constitutions and the duly
enacted laws of each, as well as the ordinances of the City of Meridian.
Knowledge, Skills & Abilities:
Knowledge of the methods and techniques of documentation and investigation;
Ability to analyze business practices and apply pertinent code;
Ability to conduct fact-finding interviews/reconnaissance;
Ability to gain the cooperation of others in potentially controversial situations;
Ability to defuse hostility and maintain the confidentiality of sensitive issues;
Ability to communicate logically and clearly, both orally and in writing;
Accurately record, document, and prepare case files for use in legal action;
Ability to read and understand laws and regulations (City Code);
Ability to operate office equipment, i.e., calculator, computer, telephone, etc;
Ability to demonstrate politeness, sympathy, and respect in dealing with citizens and/or City staff;
Demonstrate ability to work as a team player;
Constant integrity in the performance of assigned tasks and consistency in dealing with violations;
Must display an attitude of cooperation and the ability to work well with others;
Excellent telephone etiquette skills.
Work Environment and Physical Demands:
Work is performed primarily in a company vehicle and in an office environment; the employee will be subject to extreme temperature changes in the summer and winter months;
May have to withstand occasional exposure to allergens such as weeds, dust, and tree pollen during
inspections and abatement;
Constantly requires clarity of speech and hearing which permits the employee to communicate
effectively;
Frequently requires sitting at a desk or driving a vehicle for extended periods of time;
Requires occasional ability to climb ladders, jump ditches, and lift up to 50 pounds;
Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;
Constantly requires sufficient personal mobility and physical reflexes to permit the employee to function in
a wide variety of environments across a wide variety of outdoor terrain.
Travel Requirements:
Local travel is required daily using company vehicles; occasional personal vehicle use may be required.
